The Justice Department’s finding that the Louisville Metro Police Department “unlawfully discriminates against Black people in its enforcement activities” is stunning. But it’s not surprising.

Nearly six decades after passage of the Civil Rights Act of 1964, racism in policing still mocks this nation’s promise of equal treatment under the law. Sometimes, the disparities are trivial; sometimes, they are tragic. In all cases, they are wrong.
