RAFAH, Egypt — Trucks of desperately needed aid for Gaza remained stuck on the Egyptian side of the Rafah crossing on Friday, a holdup that United Nations Secretary General António Guterres said left him with a “broken heart” during a brief and chaotic visit to the highly militarized zone.

During his high-profile visit to Israel, President Biden announced a deal to get aid flowing into the besieged enclave, but days later wrangling over the conditions continued.
