Amid the worst pandemic since 1918, President Trump has turned his attention in recent weeks to something that has long eluded him as president: overhauling the nation’s health-care laws.

It is a policy proposal Trump said he would unveil and enact no fewer than 15 times since November 2016, according to a Fix count. You can watch examples of this in the video above.
