BRUSSELS — Hungarian Prime Minister Viktor Orban is once again blocking aid for Ukraine. And the European Union’s 26 other member states are, once again, furious.

On the eve of Thursday’s E.U. summit to try to secure the more than $50 billion in funds, the bloc seems more willing than ever to escalate with Orban — or at least to threaten him.
