The D.C. event fell victim to the pandemic. But this year, to the relief and excitement of a community that lost much these past two years, it is back.

Every year, back when she worked for the National Education Association, Sheila Simmons would talk to board members who traveled from across the country to Washington for a November meeting.

And every year, she would offer them the same suggestion: If they wanted a cultural experience, they should go shopping.

She would tell them that if they wanted to learn about Black culture, they should attend a holiday market that was unlike any other in the city.
