QUEZON CITY, Philippines — They were of different ages, genders and walks of life. Some had been there since sunrise. A number carried umbrellas and canvas bags. Hundreds stood in a line that stretched three blocks on Wednesday, all waiting for their turn to stock up on donated food.

The community pantry, as it is known, bore a sign: Give what you can, take what you need.
