TAMPA — Hundreds of young activists were massing on the streets below the downtown waterfront skyscrapers here this month for a silent "die-in" to call for change in the wake of the police killing of George Floyd when the city's mayor, a Democrat who has voiced support for the movement, rose and asked to address the crowd.
