On Thursday, House Republicans successfully voted to unwind major parts of the Affordable Care Act. But they barely got it through their own chamber: After having to pull a version of this bill in March for lack of support from both conservative and moderate Republicans, it passed by a margin of four votes.

All 193 Democrats opposed the bill, alongside 20 Republicans — primarily moderates who thought the legislation rolls back health-care benefits too much.

To get this version passed, Republican leaders positioned the bill far to the right of the political spectrum to win the support of most of the conservative House Freedom Caucus members and keep some moderates on board. And, that strategy worked.

The old bill — which had a 17 percent approval rating and would have left 24 million more people uninsured, according to a Congressional Budget Office analysis — lost moderates concerned about coverage losses, as well as hard-line conservatives who thought it didn’t go far enough in rolling back the Affordable Care Act’s regulations.

Here are the 78 representatives in the conservative Freedom Caucus and moderate Tuesday Group sorted by their ideologies using a measure called DW-Nominate.

The latest bill’s changes allow states to opt out of many of the ACA’s key provisions, such as its protection of people with preexisting conditions. And to regain moderates’ support it lost with that change, an additional $8 billion was allocated to helping sick people afford their premiums — a figure even the conservative American Enterprise Institute says is not nearly enough.
